173.41(14)(b) Rules: Before the department promulgates rules under par. (a), it shall establish an advisory committee to assist in writing the rules that consists of at least one representative from each of the following groups but that does not consist of more than 12 members: [Dog breeders, Humane societes providing shelter, Veterinarians, Animal control facilities, and Breed rescue groups
