Breeding Care Standards / License Requirements – As applies to breeders.
173.41(10)_Standards of care. A person who is required to be licensed under sub. (2) shall do all of the following with respect to each dog kept by the person:

(a), it shall establish an advisory committee to assist in writing the rules that consists of at least one representative from each of the following groups but that does not consist of more than 12 members: [Dog breeders, Humane societes providing shelter, Veterinarians, Animal control facilities, and Breed rescue groups

No person owning or responsible for confining or impounding any animal may fail to provide the animal with proper shelter as prescribed in this section. In the case of farm animals, nothing in this section shall be construed as imposing shelter requirements or standards more stringent than normally accepted husbandry practices in the particular county where the animal or shelter is located.
